溴鎂精細(xì)化工大基地項(xiàng)目：培育百億產(chǎn)業(yè)集群

　　Bromine-Magnesium Fine Chemical Industry Base: Fostering 10-Billion Level Industrial Clusters

　　該項(xiàng)目位于萊州銀�；�工產(chǎn)業(yè)園，總投資94億元、占地2100畝，主要生產(chǎn)溴素、硫酸鎂、氨基磺酸及產(chǎn)業(yè)鏈下游系列產(chǎn)品，致力打造全國有影響力的溴鎂產(chǎn)品精細(xì)化工產(chǎn)業(yè)基地。

　　項(xiàng)目主要有三大特點(diǎn)：

　　The project is located in Laizhou Yinhai Chemical Industry Park, with a total investment of 9.4 billion yuan, covering an area of 2100 acres. It mainly produces bromine, magnesium sulfate, sulfamic acid and downstream products of the industrial chain, which is committed to building a national influential bromine magnesium fine chemical industry base. The project has three main features:

　　一是聚焦特色產(chǎn)業(yè)發(fā)展，強(qiáng)化行業(yè)領(lǐng)先優(yōu)勢。充分發(fā)揮溴鎂精細(xì)化工產(chǎn)品生產(chǎn)傳統(tǒng)優(yōu)勢，集聚致美化學(xué)、金嘉環(huán)保等龍頭企業(yè)全速建設(shè)，項(xiàng)目畝均投資強(qiáng)度450萬元、產(chǎn)出強(qiáng)度620萬元、稅收強(qiáng)度65萬元，全部達(dá)產(chǎn)后將實(shí)現(xiàn)年產(chǎn)值130億元，年產(chǎn)溴素5萬噸、四溴雙酚A5萬噸、氨基磺酸19萬噸、硫酸鎂98萬噸，分別占全國市場的1/3、2/3、1/4和2/3，行業(yè)領(lǐng)先優(yōu)勢將進(jìn)一步鞏固提升。

　　First, it focuses on the development of characteristic industries and strengthening its leading advantages within industry. Having given full play to its traditional advantages of producing, the project attracts leading enterprises, such as Zhimei Chemical and Jinjia Environmental Protection, to cooperate at full speed. The average investment per acre is 4.5 million yuan, which shall bring 6.2 -million-yuant output and 650,000-yuan tax profit per acre. Once reaching designed capacity, the annual output value will be 13 billion yuan, with 50,000 tons of bromine, 50,000 tons of tetrabromobisphenol-A, 190,000 tons of sulfamic acid and 980,000 tons of magnesium sulfate, accounting for 1/3, 2/3, 1/4 and 2/3 of the national market respectively. This will cement and further its leading advantage in the industry.

　　二是聚焦產(chǎn)業(yè)倍增提升，打造崛起發(fā)展高地。基地周邊預(yù)留5000畝土地，均為平臺(tái)公司國有建設(shè)用地，發(fā)展空間充足，資源集約配套，積極搶抓全省開展化工園區(qū)安全整治提升行動(dòng)機(jī)遇，加快基礎(chǔ)設(shè)施建設(shè)，加強(qiáng)現(xiàn)有企業(yè)培育，加大高端產(chǎn)業(yè)項(xiàng)目引進(jìn)，全面提升園區(qū)能級(jí)，按畝均300萬元投資測算，可實(shí)現(xiàn)產(chǎn)業(yè)項(xiàng)目投資150億元、配套基礎(chǔ)設(shè)施投資30億元，項(xiàng)目達(dá)產(chǎn)后年產(chǎn)值將達(dá)到330億元。

　　The second is to focus on doubling and upgrading industries to create a highland for rising development. 5000 acres of land is reserved around the base, which is the state-owned construction land, with sufficient development space and intensive supporting resources. By actively responding to Shandong’s initiative to improve the safety conditions of chemical parks, the project accelerates the construction of infrastructure, strengthens the cultivation of existing enterprises, increase the introduction of high-end industrial projects, and comprehensively improves the level of the base. It is estimated that the project is able achieve industrial investment of 15 billion yuan, investment on supporting infrastructure of 3 billion yuan, and realized annual output value of 33 billion yuan after reaching designed capacity.

　　三是聚焦延鏈補(bǔ)鏈強(qiáng)鏈，培育百億產(chǎn)業(yè)集群。積極融入煙臺(tái)黃渤海南岸高端低碳石化產(chǎn)業(yè)基地發(fā)展格局，主動(dòng)匹配承接煙臺(tái)化工產(chǎn)業(yè)園、裕龍石化產(chǎn)業(yè)園等配套項(xiàng)目，圍繞溴、鎂等30多種下游精細(xì)化工產(chǎn)品，延伸拓展產(chǎn)業(yè)鏈條，目前，新簽約項(xiàng)目3個(gè)、在談項(xiàng)目6個(gè)，總投資160億元，著力打造精細(xì)化工、海洋化工、化工新材料三個(gè)百億級(jí)化工產(chǎn)業(yè)集群。

　　The third is to focus on extending the industry chain to supplement and strengthen itself and cultivate ten-billion level industrial clusters. By actively integrating itself into the development pattern of Yantai Huang-Bohai South Bank high-end low-carbon petrochemical industry base, the projects takes the initiative to match and shoulder supporting projects of Yantai Chemical Industry Park, Yulong Petrochemical Industry Park, and so on. It centers on over 30 bromine and magnesium related downstream fine chemical products, while extending and expanding the industry chain. At present, 3 new projects have been secured with 6 more under discussion, overall investment amount totaling to 16 billion yuan. It strives to build three 10-billion level industry clusters in the future, namely fine chemicals, marine chemicals, and chemical new materials.
